Jason Fraser, a son of the Caribbean, brings more than 25 years of senior leadership experience and expertise in international development, program management, strategy development, law, and renewable energy.
As the Founder and Principal of Mowana Capital Group LLC, his professional experience spans both the public and private sectors, with expertise in capacity building, energy resilience, public-private partnerships, food security, and legal and regulatory compliance across Africa, Latin America, and the Caribbean.
As a former Senior Executive Foreign Service Officer, at the rank of Minister Counselor and USAID Mission Director, Jason has led transformative country programs in Ethiopia, Jamaica, Rwanda, and Angola.
In Ethiopia, he managed and led a $600 million development program spanning agriculture, energy, health, economic growth, humanitarian resilience and governance programming, while also overseeing all administrative and legal functions.
In Angola, he directed a $56 million portfolio focused on health, governance, and economic growth, while redesigning the President's Emergency Program for AIDS Relief (PEPFAR) initiative and forging public-private partnerships with companies such as ExxonMobil, Microsoft, GE, Angola LNG, and Bayer.
In Jamaica, Mr. Fraser led multi-million-dollar initiatives under the Caribbean Basin Security Initiative (CBSI), PEPFAR, and disaster risk reduction, managing a portfolio valued at $84 million.
Beyond government service, Jason practiced real estate law for private law firms in New York and in Boston and provided business development executive services for private companies in the consultancy and renewable energy spaces. Jason is also an investor, author, and entrepreneur, dedicated and passionate about catalyzing private and public sector investment and expanding business opportunities throughout Africa and the Caribbean.
Mr. Fraser sits on the Advisory Board of the Guyana Infrastructure Consortium and is a member of the Society for International Development.
He holds degrees from Bates College (B.A.), Columbia University’s School of International and Public Affairs (MIA), and Columbia Law School (J.D.), and is Member of the Massachusetts and New York State Bar Associations.
Doug Hinrich is a seasoned expert in sustainable energy and environmental development, with over two decades of experience at the intersection of clean energy, climate change, and economic growth. As the former Director of Sustainable Development at Green Powered Technology (GPTech), Doug led two major federal energy programs and spearheaded strategic business development initiatives.
His career spans leadership roles in international clean energy programs across South Asia, Africa, and Eastern Europe, working with agencies such as USAID, the Millennium Challenge Corporation, and the U.S. Trade and Development Agency.
Notably, he served as Team Leader for USAID’s Nepal Renewable Energy Program, where he crafted the country’s decarbonization strategy aligned with its nationally determined contributions.
Doug has also contributed to domestic energy innovation, serving as the State of Maryland’s Solar Program Manager. Under his leadership, Maryland’s installed solar capacity grew from 40 MW to over 300 MW, and he launched the Game Changer Energy Innovation Grant Program—supporting pioneering projects like America’s first solar/storage microgrid.
Mr. Hinrich's technical expertise includes distributed renewable energy, combined heat and power, and district heating and cooling, with advisory roles for the U.S. Department of Energy and the EPA.
Doug holds a bachelor’s degree in Pre-Medicine Biology and a master’s in environmental studies/Alternative Energy from the University of Illinois, along with certifications in renewable energy and program management.
Lily Beshawred is a distinguished international development expert with over three decades of experience in strategic program management, policy advising, and regional development across Africa, the Caribbean, and South Asia.
She served as a Senior Program Officer for USAID Somalia, where she oversaw complex humanitarian and development initiatives aimed at fostering stability, resilience, and inclusive growth in the region.
Ms. Beshawred also held senior leadership positions at the World Bank Group, including serving as a Senior Development Counselor and Advisor to the U.S. Executive Director.
In this capacity, she provided high-level counsel on global development policy, lending strategies and multilateral coordination, with a focus on African economies and fragile states.
Her extensive USAID career included assignments as:
• Deputy Program Officer for the Jamaica Regional Mission
• Program Officer for Kenya and East Africa
• Country Development Officer for Ethiopia, Eritrea, Somalia, Djibouti, and Sudan.
Lily holds academic credentials from the Elliott School of International Affairs, with concentrations in Economics, International Studies, and African Studies, and also studied at George Mason University.
Naledi Norwebb-Fraser is a seasoned financial and strategy consultant with over a decade of experience spanning government and private sectors. Her expertise extends across the oil and petroleum industries, as well as government services in Africa, the Caribbean, and the United States.
Naledi has held key positions at the U.S. Department of State in Washington DC, as well as U.S. Embassies in Angola and Jamaica. She has made significant contributions to fiscal planning and international financial operations, particularly within the International Narcotics and Law Enforcement Division and the Office of Management Services. Renowned for her ability to optimize processes, foster collaboration, and deliver measurable results in complex environments, Naledi is recognized for her exceptional leadership, discretion, and resilience under pressure.
Prior to her government service, Naledi built a successful career as an independent management consultant and contractor, working with top firms such as KPMG, Accenture and X-Pert Group in Botswana, the Development Bank of Southern Africa (DBSA) and Kwande Capital Consulting Plc in South Africa. Her expertise includes strategy and scenario planning, system assessments, business case development, benchmarking, and driving cultural transformation. Naledi is adept at aligning operations with organizational goals, ensuring improved service delivery, business continuity through impactful solutions across diverse industries.
Naledi holds a Master of Business Administration in International Business from Lincoln University in Oakland, California, and a Bachelor’s degree with a double major in Accounting and Public Administration from the University of Botswana.

Saint-Cyr is a seasoned international development expert, environmental engineer and agronomist, with over 25 years of technical, strategic, and executive leadership across Africa, the Caribbean, and the Middle East. Recognized for designing and leading high-impact programs in fragile and complex political environments, building regional platforms, and driving measurable results in food security, agriculture, resilience, WASH, and private-sector engagement.
Mr. Saint-Cyr provides adept visionary program leadership, strategic diplomacy, and staff empowerment, with a proven track record of forging partnerships that expand local ownership and sustainability. Fluent in French, skilled in mentoring diverse teams, influencing host-country policy, and shaping regional strategies that translate strategic investments into tangible development outcomes.
Mr. Saint-Cyr is certified by the American Management Association (AMA) and completed National Environmental Policy Act (NEPA) Certification at Duke University.
